Bilateral cooperation

In addition to membership in organizations at the international and regional levels, bilateral cooperation enables audiovisual regulators to exchange ideas and best practices, as well as engage in ongoing dialogue.

The Audiovisual Council of the Republic of Azerbaijan establishes mutual relations with media regulatory bodies of a number of states. Cooperation with the Radio and Television Supreme Council of Türkiye (RTÜK) is being developed as a priority direction. Currently, this cooperation is being implemented at the highest level.

Additionally, the Audiovisual Council maintains close contacts on a number of issues with the Georgian National Communications Commission (ComCom), the National Council of Television and Radio Broadcasting of Ukraine (NTRBC), the Audiovisual Council of Moldova (CA), the Audiovisual Media Authority of Albania (AMA), and other relevant authorities. Close relations have also been established with the regulatory bodies of Central Asian countries, including the Agency of Information and Mass Communications of the Republic of Uzbekistan and the Information Committee of the Ministry of Information and Social Development of the Republic of Kazakhstan.

In recent years, bilateral relations with the High Authority for Audiovisual Communications of the Kingdom of Morocco (HACA), the Regulatory Authority for Electronic Media of the Republic of Serbia (REM), and the State Administration of Radio Broadcasting and Television of the People's Republic of China have been significantly strengthened. Bilateral formats create conditions for the harmonization of regulatory approaches, the prompt exchange of best practices, and the establishment of a continuous professional dialogue. Mutual working visits, working meetings, and expert consultations are regularly held to deepen practical cooperation and exchange best practices.

Thanks to regular communication, as well as expanding relations in other areas, existing cooperation with several regulatory authorities has reached a higher level. So, the Memorandum of Cooperation between the Audiovisual Council and the HACA of Morocco was signed on December 17, 2024, and the Memorandum of Cooperation between the Audiovisual Council and the State Administration of Radio Broadcasting and Television of China was signed on June 25, 2025.

These documents strengthen relations among the regulatory authorities of the respective countries in the field of audiovisual media, thus encouraging the establishment of relations and expansion of cooperation between audiovisual media organizations of those countries. It also promotes the exchange of experience, knowledge, and ideas regarding audiovisual media regulation.

It should be noted that the Audiovisual Council of the Republic of Azerbaijan and the Regulatory Authority for Electronic Media of the Republic of Serbia have agreed upon a Memorandum of Cooperation, which is expected to be signed in the near future.
