Black Sea Broadcasting Regulatory Authorities Forum (BRAF)
Black Sea Broadcasting Regulatory Authorities Forum (BRAF) is a regional platform that brings together the television and radio broadcasting regulatory authorities of Organization of the Black Sea Economic Cooperation (BSEC) member states to expand dialogue and cooperation, as well as to facilitate the exchange of ideas and experiences between regulatory authorities of region countries. BRAF promotes existing cooperation and coordination among its member authorities. With 12 members, BRAF coordinates efforts to enhance the right to communication and universal access to information about governance and matters of public interest in the region.
In 2007, the Radio and Television Supreme Council of Türkiye (RTÜK) submitted a project proposal to the BSEC member states to create a platform uniting their broadcasting regulatory authorities. The proposal was accepted at the BSEC Information and Communication Technologies Working Group meeting in Kyiv, Ukraine, on December 4-5, 2007.
In this context, the broadcasting regulatory authorities of BSEC member states convened at the BSEC Headquarters in Istanbul on June 30, 2008. They agreed to release a Joint Declaration declaring the establishment of the Black Sea Broadcasting Regulatory Authorities Forum (BRAF).
The Permanent Secretariat of BRAF is located in the RTÜK building in Ankara, Türkiye. The current Secretary General of BRAF is Dr. Deniz Güçer, who is also a member of RTÜK.
Since 2008, the Audiovisual Council of the Republic of Azerbaijan has been a founding member of BRAF.
BRAF meetings are being held annually at the invitation of one member state to discuss future cooperation and key issues in the broadcasting sector.
The 11th Meeting of BRAF was held on April 15, 2025, in Baku, organized by the Audiovisual Council of the Republic of Azerbaijan. Around 30 leaders and authorized representatives from the audiovisual media regulatory authorities of Serbia, Romania, Greece, Albania, Bulgaria, Türkiye, Moldova, Georgia, and Azerbaijan attended the meeting, which focused on the topic of "Protection of Children in Media Services."
