Control of retransmission activity

According to Article 1.23 of the Law of the Republic of Azerbaijan "On Media" retransmission services involve the reception and transmission of television or radio channel programs at the time they are broadcast without any changes to their content.

These services are provided by operators, not broadcasters, under the appropriate license (license of simple platform operator, license of universal platform operator, license of multiplex operator). Operators must conclude a relevant agreement (consent, license, permit, etc.) with the rights holder (broadcaster or agent) of the television and radio channel they retransmit and submit a copy of that document to the Audiovisual Council.

The Audiovisual Council regularly monitors the list of foreign television and radio channels retransmitted by operators, and applies appropriate administrative sanctions against the operator if channels retransmitted without a contract or special consent document are detected.
